
Modernizing Soviet-era Apartment Buildings: Navigating Resident Mindsets and Decision-Making in North-East Estonia
Estonia aims to modernize Soviet-era housing by 2050. In the North-East, this is hindered by an investment gap: high reconstruction costs versus low property values. Beyond economics, owners fear loans and chairmen lack project-management competence.
Drawing on 3.5 years of regional consultancy and €25 million in distributed EU funds, I analyze the impact of 70-80% grants and targeted guidance in shifting resident mindsets.
While these pilot projects are vital, I reflect on whether they truly change long-term attitudes if grant rates return to 50%, potentially transitioning residents from energy poverty to housing cost overburden.
